After a period of political unrest from 2009 to 2014, USAID has been transitioning malaria and other key health commodities from nongovernmental organizations into the public health supply chain – all part of a larger effort to create a more efficient and integrated national supply chain. The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project assists with these transition efforts in Madagascar to create an integrated and sustainable public supply chain operated by a highly skilled workforce. This supply chain will strengthen availability and security of commodities for reproductive health and family planning, maternal and child health, and malaria.

GHSC-PSM supports national forecasting, supply planning, and monitoring for medicines and supplies, with the goal of ensuring that Madagascar’s newly formed Logistics Management Technical Unit has the capacity to coordinate these activities.

Key activities in Madagascar include:

 

  • Collaborate with partners in procuring reproductive health/maternal and child health commodities for community health work
  • Strengthen the capacity of Ministry of Health personnel to ensure quality of pharmaceutical commodities, and train key staff in Madagascar’s Drug Regulatory Authority in pharmaceutical inspection and quality assurance
  • Provide warehousing and inventory management support with a focus on managing the cold-chain system, particularly for oxytocin
  • Support and participate in a nationwide assessment to review the national management information system and monitoring and evaluation systems, and support the Ministry of Health in developing and implementing a consolidated logistics management information system
  • Support and participate in improving monitoring and evaluation by implementing the end-use verification tool to monitor availability and use of key malaria and reproductive, maternal, newborn, and child health products at health facilities

  • Work with various partners to quantify family planning and reproductive health commodities and develop a strategy to mitigate misuse of medroxy-progesterone acetate
  • Participate in weekly meetings of malaria partners and in monthly meetings around malaria acquisition, supply, and stock management to review and update malaria commodity supply plans
