The USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is supporting the government of Indonesia and the private sector in strengthening HIV and tuberculosis (TB) commodity supply chains to ensure they are reliable, cost-effective, and meet patient community needs. In addition to GHSC-PSM’s continued investments in the central government’s Ministry of Health, the program will support Jakarta and Papua provinces. By targeting Jakarta and Papua, GHSC-PSM will maximize the impact of U.S. government resources in Indonesia, as Jakarta has the highest total number of people living with HIV (PLHIV) in the country and Papua has an HIV prevalence of 2.3%, the highest in Indonesia.

GHSC-PSM will primarily collaborate with the Subdirectorate for HIV and National Tuberculosis Program, the two entities responsible for finalizing national standards and deciding on types and quantities of drugs to procure. The program will build and expand on the relationships established through the predecessor project, USAID | DELIVER, to ensure a coordinated response to the HIV and TB epidemics in-country.

As GHSC-PSM launched in Indonesia in January 2017, most of the upcoming work will consist of collaborative efforts to inform an inclusive work planning session and define the project’s priorities for the next five years.

Key activities include:

• Conduct a tailored baseline supply chain review of Papua province to better understand the successes and challenges of HIV and TB drug management and decentralization to date and provide recommendations in an action plan for implementation. Based on preliminary discussions, the supply chain review may be designed to capture information such as: baseline stock levels at warehouses and major facilities treating patients with HIV; conclusive data on TB drug expiries and product waste; availability and use of standard operating procedures; and trends in informal multi-month dispensing.

GHSC-PSM is collaborating with the National TB Program, USAID Challenge TB Project, the Global Fund to Fight AIDS, Tuberculosis and Malaria, World Health Organization (WHO), and U.S. Centers for Disease Control and Prevention (CDC) to explore potential opportunities for the development of a formal laboratory logistics system for HIV and TB. This includes potential opportunities to support the deployment and maintenance of key laboratory instruments placed in optimized locations using LabEQIP software.
